A little help?

I’d like some help from some of my fellow bloggers if that’s okay! I’m a beginner here… wouldn’t even call myself a beginner photographer. Just a begin picture taker. I like slowing down the shutter speed when taking photos of moving water. I know to do this you have to decrease the ISO value so that less light comes in… but here is the problem. See the photo below?  It’s too bright, even with the ISO as low as it could go and the shutter speed still fairly quick.  Is there a way to fix this? Or should I upgrade the lens?
